Entitled lots typically do not have any construction improvements.
These lots are in the planning stage where the municipality has approved and signed off on conceptual construction plans.
In Clay County entitlement is evidenced by a Zoning Verification Letter.
After Entitlement but before Shovel-Ready, PDP may seek/arrange a Land Disturbance Permit in order to grade the lots.
The goal of this Permit is to reduce the time between Entitlement and Shovel-Readiness, but no horizontal construction has begun.
The Prepped stage will have six main due diligence reports:
1) Environmental Report
2) Wetlands Delineation
3) ALTA Survey
4) Tree Survey
5) Topography Report
6) Geotech Report / Soils Study
“Blue-top” lots are already graded.
The term comes from the blue whiskers in the ground (or ribbons), which indicate the finish grade elevation.
Blue-tops are also called “Shovel-Ready” lots.
These lots are already entitled, but also have all engineering, jurisdictional approvals, wetlands issues, and utilities running to the property.
These lots have already rough graded all the pads.
This usually includes the street gut section as well.
After purchasing the lots, the Buyer will need to install the underground improvements and pave the streets
